Hydraulic binders are powders based on pozzolanic materials such as coal fly ash, or ground granulated blast furnace slag. Low energy hydraulic binders use pozzolanic material from waste streams or by-products of industrial processes. An activator is blended with the pozzolan to achieve a hydraulic reaction when water is added to the blend; the nature of the activator and the blend formulation are specific to the chemistry of the pozzolan and the activator. More than one pozzolan and more than one activator can be used to create a basic formulation with specific performance characteristics, such as speed of reaction and strength gain, and ultimate strength. A basic formulation can be modified with the addition of particular ingredients to achieve enhanced properties, such as toughness and ductility. Modifiers are described technically as ‘power-packs’ and are themselves blends of ingredients. Although formulations of pozzolans and activators are specific to the chemistry of the two types of ingredient, modifiers make a formulation unique to an application, and a supplier.
Hydraulic road binders are specified in European Standard ENV13282:2000. Using local sources of pozzolans, activators and modifiers blends are formulated to achieve minimum cost. The cost of blends relates to formulation, but the cost per tonne is equal to or less than cement. UPIC (Previously known as Pavement Design Solutions Limited) have formulated hydraulic road binder blends for the UK and Viet Nam markets; in Viet Nam a blending plant has been designed, built and commissioned. UPIC created the Quality Management System in Viet Nam; the production facility is currently working toward ISO 9001 certification
